Acequia Commission Technical Assistant for FY14

The New Mexico Acequia Commission is seeking the services of a Technical Assistant for Fiscal Year 2014. The Technical Assistant will provide research, technical assistance and services that support the Acequia Commission in accordance with Section 73-2-66 NMSA 1978. The term of this contract is July 2013 thru June 2014.

Minimum Qualifications: The Commission seeks a professional who has a minimum of five (5) years’ experience working directly with: acequias’ located within the state of New Mexico; drafting and interpreting state and federal legislation; knowledge and experience working with Federal and State Agencies. The incumbent shall be bilingual and express knowledge of New Mexico and its acequia history.

Scope of Work: The Contractor shall perform the following work as directed by the Commission and approved by the Agency:

a. Coordinate Commission activities;

b. Attend, and brief the Commission regarding the Contractor’s activities and accomplishments at, monthly Commission meetings;

c. Provide administrative support to the Commission, draft correspondence on behalf of the Commission, and follow-up with other governmental entities;

d. Develop policy recommendations for adoption and/or endorsement by the Commission;

e. Prepare the Annual Commission Activity Report in a form and by the date prescribed by the Commission;

f. Provide to the Commission and the Agency drafts of the Annual Commission Activity Report and policy recommendations;

g. Attend meetings and conferences germane to water and acequia related issues, such as the Congreso de las Acequias; and

h. Provide other services as may be required by the Commission and approved by the Agency.         

For purposes of this Contract, the Contractor shall not perform “lobbying” work, as defined in Section 2-11-2(D) NMSA 1978 of the Lobbyist Regulation Act.
